That's interesting that cow manure might be better than horse manure. Hopefully my worms will start producing again. I decided to go with window screen over the beds instead of landscaping fabric. Without plastic on the beds, I'll be able to mist them down easily through the screen. It might not go through the landscaping fabric as easy.

What is the average heat in the bins?
sounds like it could be a heat problems to me.

The temperature in the building stays pretty safe. Usually 50 - 70. On the rare days here in the NW, when it gets up into the ninetys, inside the building only reached 84

I am referring to BIN temps.
If you have it encapsulated as you describe the internal bin temps could be up to 20+ degrees hotter when the food decomposes.
I suggest getting a compost thermometer and watching the temps.
Airflow will help to cool the bin too.
My personal opinion is that heat is almost always the culprit of worm die off.
Too much food = too hot
Too little water = too hot
Wrong bedding = too hot

I'll start monitoring the bin temps closer. First year I checked them quite often and it never was an issue. Eventually just got away from checking them.
